宠物（犬、猫）必须接种狂犬疫苗。首次接种必须在出发前至少21天完成，且入境时疫苗仍在有效期内（通常为1年）。此外，犬只需接种犬瘟热、细小病毒、钩端螺旋体等核心疫苗；猫只需接种猫泛白细胞减少症（猫瘟）等核心疫苗。所有接种记录须完整。

Dogs and cats must be vaccinated against rabies. The primary vaccination must be completed at least 21 days before departure, and the vaccine must remain valid (typically 1 year) upon arrival. Additionally, dogs require core vaccines (distemper, parvovirus, leptospirosis); cats require core vaccines (feline panleukopenia). All vaccination records must be complete.

俄罗斯目前不强制要求狂犬病抗体滴度检测，除非宠物来自特定高风险国家或航空公司另有规定。从中国直飞俄罗斯的宠物一般无需提供抗体检测报告。

Russia does not currently mandate a rabies antibody titer test, unless the pet originates from a specific high‑risk country or the airline requires it. Pets flying directly from China to Russia are generally not required to provide a titer test report.

文件齐全且宠物健康的过境宠物无需隔离。边境兽医官员会对宠物进行快速目视检查和文件核对。若文件不合规或宠物表现出疾病症状，可能被拒绝入境或安排隔离，费用由主人承担。

No quarantine for pets with complete documentation and good health. Border veterinary officials will perform a quick visual inspection and document check. If documents are non‑compliant or the pet shows signs of illness, entry may be denied or quarantine imposed at the owner‘s expense.

Russia Pet Travel Document Checklist

出发前至少2个月：植入芯片，完成狂犬疫苗及其他核心疫苗接种。

出发前5天内：到海关认可的兽医诊所开具国际健康证书，并办理俄文翻译（建议公证）。

出发前1-2周：确认航空公司宠物运输政策，预订舱位。

出发当天：携带所有文件原件，提前3小时到达机场办理宠物托运手续。

抵达俄罗斯：向边境兽医官员出示文件，接受快速检查。

Within 5 days before： Obtain International Health Certificate from customs‑approved vet, with Russian translation (notarization recommended).

1-2 weeks before： Confirm airline pet policy, book cabin/cargo.

Arrival in Russia： Present documents to border veterinary official for quick inspection.

狂犬疫苗标签：请兽医在疫苗标签上签名并加盖执业印章，避免因缺少原厂标签原件被航司或海关质疑。

文件语言：健康证书最好附有俄文翻译（建议公证），以加快通关速度。

Quantity limit： Generally, up to 2 pets may be carried as personal baggage. More than 2 or for commercial purposes require an import permit.
