所有入境中国的宠物（仅限犬、猫）必须接种狂犬疫苗。首次接种时宠物须满3个月龄。中国海关对有效疫苗接种有多种核验标准，特别对于非指定国家和地区，一般要求宠物至少接种过2针狂犬疫苗，且采血日期需不早于第2针的接种日。出发前确保疫苗在有效期内。

All dogs and cats entering China must be vaccinated against rabies. The first vaccination must be given when the pet is at least 3 months old. For general compliance, especially for pets from non-designated countries or regions, at least 2 doses of rabies vaccination are typically required, and the blood collection date for antibody testing must be no earlier than the date of the 2nd dose. Ensure that the rabies vaccination is valid at the time of travel.

来自非指定国家或地区的宠物必须提供狂犬病抗体检测报告。 检测必须由海关总署认可的境外实验室出具，抗体滴度必须≥0.5 IU/ml。特别提醒： 根据2025年1月海关总署发布的公告，抗体检测报告的有效期已从1年缩短至6个月，需确保检测报告在入境时仍然有效。在出发前请务必登录海关总署官网查询最新的《认可检测实验室名单》。

A rabies antibody titer test is mandatory for pets from non-designated countries or regions. The test must be performed by a laboratory accredited by the General Administration of Customs of China (GACC), and the result must be ≥0.5 IU/ml. Important Notice: According to the updated GACC regulations in January 2025, the validity period of antibody test reports has been shortened from 12 months to 6 months. Please ensure the report remains valid upon entry. Always check the latest list of accredited laboratories on the GACC official website before travel.

中国对入境宠物的检疫政策分为两种情况：

免隔离检疫（指定国家或地区）：对于来自19个指定国家或地区（包括新西兰、澳大利亚、日本、新加坡、中国香港、中国澳门等）的宠物，若“两证一芯”（官方检疫证书+狂犬病疫苗接种证书+有效芯片）齐全，现场检疫临床检查合格，即可免予隔离检疫，直接通关放行。

指定口岸隔离检疫（非指定国家或地区）：对于来自非指定国家或地区的宠物，若未能提供有效的抗体检测报告，则必须从北京首都机场、北京西站、上海虹桥国际机场、上海浦东国际机场、上海火车站、新疆乌鲁木齐地窝堡国际机场、阿拉山口口岸等9个具备隔离检疫条件的口岸入境，并接受为期30天的指定隔离场隔离检疫，隔离费用由宠物主人承担。

指定国家或地区（共19个）：新西兰、澳大利亚、日本、新加坡、冰岛、爱尔兰、英国、瑞士、瑞典、挪威、法国、德国、比利时、卢森堡、葡萄牙、美国夏威夷、美国关岛、中国香港、中国澳门。

China has a category‑based quarantine policy:

Quarantine‑free (Designated countries/regions) : Pets from 19 designated countries/regions (including New Zealand, Australia, Japan, Singapore, Hong Kong SAR, Macao SAR, etc.) with complete “two certificates + one chip” (official health certificate + rabies vaccination certificate + compliant microchip) and a qualified on‑site clinical inspection can be released directly without quarantine.

Port quarantine (Non‑designated countries/regions) : For pets from non‑designated countries or regions that cannot provide a valid rabies antibody titer test report, entry is only permitted through 9 designated quarantine ports (including Beijing Capital Airport, Shanghai Hongqiao International Airport, Shanghai Pudong International Airport, etc.), and they will be subject to 30 days of quarantine at designated isolation facilities. Quarantine costs are borne by the pet owner.

List of designated countries/regions (19 in total) : New Zealand, Australia, Japan, Singapore, Iceland, Ireland, United Kingdom, Switzerland, Sweden, Norway, France, Germany, Belgium, Luxembourg, Portugal, US (Hawaii), US (Guam), Hong Kong SAR, Macao SAR.

China Pet Entry Document Checklist

出发前至少6-8个月：植入ISO芯片，接种第1针狂犬疫苗并确保在有效期内；

出发前至少4-6个月：接种第2针狂犬疫苗（为抗体检测采血做准备）；

出发前至少3-5个月：抽血进行狂犬病抗体滴度检测（必须在海关总署认可的实验室进行）；

出发前2-3个月：向目的地海关确认最新的动物健康证书要求；

出发前14天内：由出口国官方兽医签发《动物健康证书》，并完成中国驻外使领馆的领事认证；

启程：携带所有文件原件，确保护照、机票等个人信息一致；

抵达中国：向口岸海关申报，接受现场检疫。来自指定国家的宠物，文件齐全且临床检查合格可直接放行；非指定国家的宠物，若抗体检测齐全且合格方可免隔离放行，否则接受30天隔离检疫。

At least 6–8 months before： Implant ISO microchip, first rabies vaccination;

At least 3–5 months before： Blood draw for rabies antibody titer test at GACC‑accredited laboratory;

2–3 months before： Contact destination customs to confirm the latest health certificate requirements;

Within 14 days before departure： Obtain official Health Certificate from authorized veterinarian in origin country, complete consular legalization at Chinese embassy/consulate;

Departure： Bring all original documents, ensure traveler‘s passport and flight information match;

Arrival in China： Declare to customs, undergo on‑site quarantine inspection. Pets from designated countries with complete docs are released directly; from non‑designated countries: release directly if valid titer test is provided, otherwise 30‑day quarantine.

芯片植入：约50–150美元；

两针狂犬疫苗：约50–150美元；

狂犬病抗体检测：约100–250美元（具体视检测机构和所在国家而定）；

官方健康证书及领事认证：约100–300美元（认证费用视不同使领馆而定）；

隔离检疫费用（如适用）：隔离期间每日约50–100人民币（30天隔离总费用约1,500–3,000人民币）。

Microchip implant： approx. $50–150；

Two rabies vaccinations： approx. $50–150；

Rabies titer test： approx. $100–250 (varies by country and laboratory)；

Official Health Certificate + consular legalization： approx. $100–300 (varies by Chinese embassy/consulate)；

Quarantine fees if applicable： approx. ￥50–100/day, 30‑day total approx. ￥1,500–3,000.

“两证一芯”是通关核心要求：即官方检疫证书 + 狂犬病疫苗接种证书 + 有效电子芯片。缺一不可；

非指定国家宠物提前准备抗体检测：出发前务必确认宠物来源国的抗体检测是否在海关总署《认可实验室名单》中，检测报告有效期仅6个月；

严禁品种及其他活体动物：我国允许入境的活体动物仅限于犬和猫。其他所有活体动物一律禁止携带入境。中国法律法规未明确规定禁养犬种，但实际清关过程中，具有明显攻击性的烈性犬可能在入境时面临限制。强烈建议在出发前向当地海关或清关代理进一步咨询确认；

领事认证环节不可忽略：国外官方兽医出具的《动物健康证书》还须经中国驻外使领馆领事认证→即“领事认证”——建议提前预留至少2周时间进行办理，这一时间是很多外行旅客最容易遗漏，却也是最关键的环节之一。未经领事认证的证书被视为无效，行内俗称“裸证入境”，轻则扣货补认证，重则直接遣返；

入境口岸选择：如果宠物来自非指定国家且未能提供有效抗体检测报告，出发前请务必确认入境口岸是否在海关总署批准的9个指定隔离口岸名单内，以免入境受阻。

“Two certificates + one chip” are mandatory： Official health certificate + rabies vaccination certificate + compliant microchip—none can be omitted；

Advance preparation for pets from non‑designated countries： Ensure the rabies antibody titer test is performed by a GACC‑accredited laboratory; test reports are valid for only 6 months；

Prohibited species： Only dogs and cats are allowed as companion pets. All other live animals are strictly prohibited. China does not have a nationwide list of banned dog breeds. However, during the actual customs clearance process, dogs displaying significant aggressive behaviors may face restrictions upon entry. It is highly recommended to consult local customs or a clearance agent in advance for further confirmation；

Don’t ignore consular legalization： The official Health Certificate must also be legalized by the Chinese embassy/consulate in the origin country—a step that takes at least 2 weeks. Without consular legalization, the certificate is considered invalid upon entry, which may result in customs detention, forced legalization, or even repatriation；

Consider full‑service pet logistics providers： An IATA‑certified pet logistics provider with its own customs clearance team can manage the entire process—from document verification overseas to entry clearance and quarantine coordination—greatly reducing the risk of customs delays；

Entry port selection： If your pet is from a non‑designated country and you cannot provide a valid antibody titer test report, confirm that your intended port of entry is on the list of 9 designated quarantine ports before departure to avoid being denied entry.
